Training and exercises increase the resilience of Euro-Atlantic states by enhancing readiness for cooperation within societies and between nations. They also help build stronger connections between the public and private sectors, as well as between governmental institutions and civil society actors at large. Additionally, exercises can be used to test new ideas, strategies, and plans, supporting governments and societies in developing new tools to counter hybrid threats.
Hybrid CoE also incorporates wargaming elements into its exercises. By simulating real-world scenarios, these exercises raise participants’ awareness of hybrid threats and provide opportunities to practise the best approaches to recognizing, responding to, and defending against such threats.
