Our work

The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) is an organization structured around three Communities of Interest (COIs), the Research and Analysis function, the Training and Exercises function, and support teams that facilitate the Centre’s work. The common goal of the Centre’s activities is to strengthen the security of its Participating States by providing expertise and training in countering hybrid threats and by enhancing EU-NATO cooperation in this field.

COI Hybrid Influence

The Community of Interest on Hybrid Influence looks at how state and non-state actors conduct influence activities.

COI Strategy and Defence

The Community of Interest on Strategy and Defence focuses on hybrid warfare, related strategies and implications for security policy.

COI Vulnerabilities and Resilience

The Community of Interest on Vulnerabilities and Resilience focuses on uncovering and understanding the Participating States’ and organizations’ vulnerabilities, and on improving their resilience.

Research and Analysis

The Research and Analysis team supports the Centre’s work by advancing academic research and debate on hybrid threat related issues. It hosts a comprehensive network of academic experts.

Training and Exercises

The Training and Exercises team supports the Centre’s work by  planning and executing table-top and experimental exercises with different hybrid threat scenarios. 

International Relations

The International Relations (IR) team serves as a liaison between the Centre, its 36 Participating States, the EU, NATO, and other partners, ensuring that stakeholder priorities form the basis of Hybrid CoE’s activities. IR oversees Hybrid CoE’s Steering Board as well as national points of contact.

Communications

The Communications team (COMMS) ensures that the Centre’s research and knowledge are effectively communicated to key stakeholders in the Participating States, the EU and NATO, as well as to the public. To this end, the team manages the production of Hybrid CoE publications, produces regular newsletters, and maintains communication with the Centre’s practitioner network. In addition, COMMS is responsible for the Centre’s external communications, including its website and social media channels, and manages the Centre’s media relations.

Administration

The Administration team is responsible for financial administration, office premises-related issues, HR administration, as well as ICT support and services for the Centre.
