Hybrid CoE is seeking a DIRECTOR

Hybrid CoE is seeking a DIRECTOR for a five-year term from 1 January 2025 to 31 December 2029.

The Director is responsible for the efficient management and development of Hybrid CoE’s activities, serving as a key representative and spokesperson for the organization. The Director leads an international team of around 45 experts and ensures that the Centre’s mandate and assigned tasks are fulfilled. The Director reports to the Centre’s international Steering Board and implements its guidelines in collaboration with the Centre’s personnel.

Successful performance in this role requires substantial international expertise and a proven track record of effective management. The position calls for a strong background in security policy and countering hybrid threats, with the ideal applicant being well-networked in this field in both European and transatlantic contexts. A doctorate or equivalent academic record, comprehensive knowledge of Hybrid CoE’s field of work, as well as proven managerial skills and experience are essential. Applicants must be citizens of one of Hybrid CoE’s Participating States and have a good command of spoken and written English. A security clearance will be required.

The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) is a growing and developing international expert organization of 36 Participating States with a Secretariat in Helsinki.

Hybrid CoE’s mission is to strengthen its Participating States’ security by providing expertise and training for countering hybrid threats and by enhancing EU-NATO cooperation in this respect. Hybrid CoE operates through multina­tional networks of government officials, researchers and other experts, whose activities are managed and coordinated by the Secretariat.
