Before joining Hybrid CoE, Viktorija served as Head of the European Security Programme at the Vilnius Institute for Policy Analysis (VIPA), and curator of the annual foreign policy and security conference ‘Vilnius Consultations’. Her research and professional activities are focused on European security issues and the deterrence of hybrid threats, with a special emphasis on Belarus and Russia. She holds a PhD in Political Science from Vytautas Magnus University and is fluent in Lithuanian, English and Russian.
